Automated mapping using a Geographic Information System (GIS) enhances the efficiency of local governments by making information more readily available, facilitating asset management and resource allocation, and linking different types of data by location. Most, if not all, data created and used in local government is spatially distributed, i.e., tied to a location on the Earth’s surface by some reference, such as a street address, tax parcel number, or GPS coordinates. The ability to query, map, and analyze spatially distributed data effectively can significantly enhance the efficiency and responsiveness of city and county agencies.

Albany GIS actively maintains more than 500 GIS layers, including aerial photos, parcels, street centerlines, zoning, and flood information. These geofiles are maintained on the City’s GIS server and are accessible to Albany/Dougherty County Departments over the network.

The City of Albany currently has an Enterprise GIS system. The basic idea of an Enterprise GIS is to address the needs of City and County departments collectively, rather than individually. The motivation for Albany in developing an Enterprise GIS system is to save City- and county-wide costs by streamlining current business processes, reducing redundancy, and improving workflows. Additionally, the City’s enterprise GIS is a response to legal requirements for asset inventories put forth by GASB 34/35 (Government Accounting Standards Board), NPDES (National Pollutant Discharge Elimination System), and CMOM (EPA’s Capacity Maintenance and Operations Management), among others.

We view our primary GIS section functions as:

  • Manage GIS technology
  • Lead Enterprise GIS initiatives
  • Maintain generic base layers (i.e., street centerlines, parcels)
  • Providing technical assistance/consulting/guidance
