The City of Albany, Department of Community & Economic Development (DCED) administers a Rental Program which provides safe, quality, and sanitary housing to qualified households. The City has over 185 units within its rental inventory, including single-family housing units, duplexes, and four apartment complexes - Broadway Court, Villas at Broadway, Windsor Arms, and Jefferson Place.

Application Process/Priority

Prospective tenants should contact Melinda Clemons, Property Management Specialist, at 229.302.1242 or via email at MClemons@albanyga.gov. A non-refundable application processing fee of $50.00 applies. Priority will be given to those persons who meet the following criteria:

  • Employed, Income-eligible
  • Elderly (62 Years or Older - Per HUD Federal Definition)
  • Homeless (Per HUD Federal Definition)
  • Disabled Persons With the Capacity to Live Independently
  • Persons Certified as Eligible for Section 8 Rental Assistance

Rental Payments                                                    

Effective Tuesday, December 1, 2020, DCED will no longer accept rental payments at the Albany Utilities Drop Box.

Tenants must pay their rent using the following options:

  • Online – Tenants can access the Tenant Portal to make online payments, including ACH (electronic check) payments.
  • Retail Locations – Tenants can pay in cash at nearly 25,000 retail locations that participate in CheckFreePay.
  • DCED Drop Box (located at 230 South Jackson Street, 1st Floor Lobby Area). Tenants must make payments by check or money order only (No Cash) using the red envelopes located near the drop box. The address must be written on the front of the envelope and placed in the drop box Monday through Friday from 8 a.m. to 5 p.m.

Online Payment Portal

DCED is utilizing an online property management system called Propertyware to effectively manage all rental-related payments and service requests for rental housing and MBEC suites. Current tenants who have not provided an email address to the Property Manager must do so before accessing their account. You must create your account with the email address that you have submitted to DCED.
