Paul Forgey, Director

Paul Forgey became Director of Planning, Development Services and Code Enforcement in the fall of 2012. His prior experience includes 17 years as Planning Director for the Southwest Georgia Regional Commission in Camilla and a year as Planning Manager with Glynn County. Forgey received a BFA from the Savannah College of Art and Design where he studied architecture and historic preservation. After graduation, he spent four years as a preservation craftsman with the Jekyll Island Museum where he became skilled in many aspects of construction and restoration. From there he relocated to southwest Georgia where he went on to receive a Master's of Public Administration from Valdosta State University. Forgey became a member of the American Institute of Certified Planners (AICP) in 1998, served ten years on the board of the Georgia Planning Association and four years on the board of the Georgia Alliance of Historic Preservation Commissions.

The Planning, Development Services & Code Enforcement Department is comprised of three divisions: Planning & Zoning, Development Services (Inspection), and Code Enforcement. We are dedicated to promoting the improvement, conservation, and revitalization of Albany and Dougherty’s physical and social environment. The Department also serves as professional and administrative staff to DARTS, the Dougherty Area Regional Transportation Study, which is the Metropolitan Planning Organization (MPO) serving the area. Planning & Zoning is responsible for the administration of local ordinances that govern all uses and development of land within the City of Albany and unincorporated Dougherty County. This includes the development and administration of the Comprehensive Land Use Plan, Zoning Ordinance, Site Plan and Subdivision Ordinances, Floodplain Management Plan and Floodplain Ordinances, and Sign Ordinances. The staff also provides support to several citizen commissions and boards, including Planning Commission, Historic Preservation Commission, and Floodplain Management Review Board

Development Services strives to provide the highest quality of public service while ensuring compliance with the Georgia State Building Code and other applicable local codes and ordinances. We serve as a resource of information for our residents, design professionals, contractors, builders, and developers to ensure that the built environment is constructed and maintained in a safe, energy efficient, and accessible manner. We strive to set the standard for excellence in public service with relation to the construction and development needs of the citizens of Albany and Dougherty County.

Code Enforcement is responsible for the general health, safety and welfare of the community within the boundaries of the City of Albany and unincorporated Dougherty County as they relate to businesses, construction, occupancy and maintenance of buildings, structures and property.
